Job Title: Air Quality Engineer/Air Permitting Specialist

Location(s): Houston, TX

Ecology and Environment, Inc. is seeking an Air Quality Engineer/Air Permitting Specialist with oil and gas experience in our Houston, TX, office.  This position will be responsible for supporting a variety of due diligence, auditing, and air permitting/modeling projects.  Our successful candidate will have experience conducting emissions and air quality-related engineering analyses with a working knowledge of down-stream oil and gas operations and petro-chemical/chemical plant operations.  Working experience with Texas (and other Gulf Coast states) and EPA air quality regulations is desired.
Responsibilities:
* Manage and support projects related to air quality engineering, permitting, and emission inventories
* Perform air dispersion modeling studies, environmental audits, and due diligence
* Conduct emission control engineering studies for existing, proposed, and newly constructed commercial and industrial facilities including combustion processes and cost analyses
* Prepare Best Available Control Technology (BACT) and Lowest Achievable Emission Rate (LAER) analyses
* Prepare air permit applications and correspondence
* Conduct negotiations with regulatory agencies
* Complete air pollutant regulation applicability studies and permitting strategies
Requirements:
* Bachelor’s Degree in Mechanical, Environmental, Chemical or Civil Engineering or related engineering discipline; Master’s Degree preferred
* Texas Professional Engineer license preferred
* 4+ years of air quality engineering experience within the LNG, energy, and petro-chemical/chemical industries including experience with engineering design, operations, and maintenance
* Working knowledge of down-stream oil and gas operations
* Experience conducting Environmental audits (i.e., developing auditing protocols) and environmental due diligence studies
* Experience interpreting and applying TCEQ, EPA, and other states’ air permitting, emission and air quality regulations
* Experience permitting under BACT, LAER, Prevention of Significant Deterioration (PSD) and Nonattainment New Source Review (NNSR) requirements under the Clean Air Act
* Experience performing air quality modeling studies with refined (AERMOD) and screening techniques in conjuction with air permit applications  
* Experience preparing state and federal air quality permitting applications and working with affiliated agencies; experience with EISs, EAs and FERC applications preferred
* Strong interpersonal, organizational, analytical, project management, and data interpretation skills with attention to detail and a high quality of work in a fast-paced environment
* Must be flexible to a variety of schedules to meet business needs and able to quickly adapt to change
* Excellent communication, presentation, and technical writing skills; proficient in Microsoft Office
* Air quality engineering experience in the international arena and fluency (i.e., proficiency in speaking, reading, and writing) in Spanish and/or Portuguese considered a plus
* Ability to travel domestically and/or internationally to support business needs (approximately 10%)
