Mid to Senior Environmental Compliance Specialist

BS in Environmental Engineering or Science (MS preferred). Five to ten years of regulatory permitting and compliance experience in Texas, as a consultant or as environmental staff in industry (Chemical/Petrochemical sector preferred). Previous regulatory agency (TCEQ or EPA) experience preferred.

Strong RCRA compliance, permitting and auditing experience necessary. Working knowledge of Texas and Federal RCRA regulations. OSHA 40 hour HAZWOPER training is required.

Experience and/or understanding of multimedia audits and compliance; wastewater and storm water compliance and permitting; site investigations (RFIs and APARs); TRRP; and EMS/ISO1400 programs.

The Environmental Compliance Specialist will develop and/or manage plans and programs to address RCRA requirements for waste generators as well as permitted TSD facilities, including:
• Conduct and/or direct RCRA regulatory compliance inspections, audits and assessments;
• Develop and present compliance recommendations;
• Research and evaluate regulatory requirements;
• Prepare permit applications;
• Develop compliance plans and programs;
• Prepare and implement RCRA closure plans;
• Develop and conduct personnel training programs; and
• Conduct meetings and negotiations with agency personnel.

Will also assist with a variety of other regulatory compliance programs including wastewater, storm water, underground and above ground storage tanks, spill response plans, SPCC plans, Hazard Communications, Tier II reporting, Safe Drinking Water, etc.
Must have strong analytical and technical writing skills. Must have strong interpersonal skills, and the ability to communicate complex regulatory issues effectively. Commensurate with experience, must have progressive project management experience and be capable of managing multiple projects.
