Job Title: Offshore Regulatory Compliance Specialist

Responsibilities
* Establish and maintain working relationship with the MMS and Coast Guard. Serve as the primary "face" of Williams Midstream to the MMS and USCG.
* Provide MMS and USCG compliance and permitting expertise, advice, and counsel to offshore construction.
* Provide MMS and USCG compliance expertise, advice and counsel to offshore operations.
* Ensure MMS and USCG compliance requirements are accurately identified and reflected in Midstream's EHS Management System, the SIP.
* Identify, track, evaluate, and develop MS comments or positions, as appropriate, to key MMS and USCG proposed rulemakings or regulation changes.
* Maintain knowledge of applicable DOT pipeline operation regulations and provide ancillary support to EH&S DOT Compliance Specialist.

Qualifications
* Bachelor of Science in Engineering, Safety Management, or Construction Management preferred
* 10 years of experience working with MMS and USCG regulations focused primarily on construction and operation of offshore fixed and floating production systems.
* Related experience with major projects or compliance efforts that have had a positive impact on earnings
* Project Management/Leadership experience

Environmental Inspector and Coordinator

Responsibilities: Inspection of construction, with respect to compliance with approved environmental construction plans and permits for regulated pipeline and other related energy development projects. Ensuring project compliance with Project Permits, Plans, and Authorizations. Identifying, documenting, and overseeing corrective actions to assure compliance. Identifying erosion/sediment control and soil stabilization needs in the Project area and ensuring proper installation to protect sensitive resources. Inspection of erosion controls, dewatering structures, topsoil segregation to ensure resource protection. Maintaining records and preparing agency reports of compliance with mitigation measure proposed by project sponsor and environmental conditions in Project permits, authorizations. Support similar projects in the pre-construction planning and permitting stages for preparation of applications and mitigation plans.

Requirements: Bachelor’s Degree in Environmental Science or a related field 1-3 years experience .Understanding of erosion and sediment control, construction limitations within specific work spaces, spill prevention and cleanup, waste disposal, archaeological compliance and environmental restoration. Willingness to take up temporary residence at project sites for extended periods during construction. Excellent written and oral communication skills

Environmental Specialist
Job Description: Toledo, Ohio

Supports “for hire” petroleum terminals and pipeline facilities in maintaining compliance with environmental regulations in a defined geographic region which includes Michigan, Indiana, Ohio, and Kentucky. Duties include: communicating with state and federal regulators, the public and employees (union/salaried). Provide air quality compliance support to gasoline terminals and gasoline/crude oil pipeline facilities (emission inventory calculations, permit/regulatory interpretation, new air permits, renewal of existing permits). All facets of the NPDES program for terminals and pipeline facilities (completion of DMR’s, sampling guidance, trouble shooting problems, permit renewals, hydro test approval). Provide hazardous waste support to facilities. Prepare data for submission to agencies. SARA 311, 312 & 313 reporting. Conduct on-site inspections. Conducts various training sessions to employees.

Required Skills, Education, and Experience

BS degree in a science/engineering discipline. Knowledge of air and water permitting regulations. Knowledge of state/federal waste regulations. Strong PC skills, including proficiency in spreadsheet applications; strong verbal and written communication skills. Valid drivers license.
